Operating System

I am planning to buy a New handsent (cell phone) currently I am not user of any smartphone, just I am using a Featured phone.

I wanted to know which Operating System like (Windows, Apple, Blackberry, Android) is always better to use which does not have much lags.

I am a moderate user if I buy the smartphone, so Kindly let me know which OS is good to buy as I am not pouring money lot much, say about around Rs.10000/- which all the specification, configuration should be good for daily normal usage.

I will use the net rarely say about once in a week. So, considering all these please suggest the better smartphone.

And also need users review which ever you mentioned the Phones?
